Dr. Dinesh Kumar Tyagi (Retd. IAS)

Dr. Dinesh Kumar Tyagi, a veteran 1981 batch IAS officer from the Manipur–Tripura cadre, brings decades of governance, policy, and institutional leadership to the UDGI Foundation. His extensive experience in both state and central government has positioned him as one of India’s foremost minds in administrative reform, digital inclusion, and rural development.
Throughout his illustrious career, Dr. Tyagi has served in key roles such as District Magistrate of North Tripura, Managing Director of Tripura Road Transport Corporation, and CEO of Tripura Horticulture Corporation Limited, which he founded to promote agrarian entrepreneurship. He has also served as CEO of the Tripura Autonomous District Council, Secretary for the Education and Tribal Welfare Department, and Director in the Ministry of Finance (Banking Division) at the central level.
Appointed as Custodian in the 1992 Harshad Mehta Scam, Dr. Tyagi managed the recovery and sale of critical financial assets with high transparency and efficiency.
Post-retirement, Dr. Tyagi joined IL&FS to lead the Common Services Centres (CSC) project, where he conceptualized and implemented one of India’s largest rural digital access initiatives in partnership with the Ministry of Electronics and IT. Under his leadership as CEO/MD of CSC SPV, the CSC ecosystem expanded to over 5.5 lakh centers nationwide, delivering essential G2C and B2C services to millions, and redefining the scope of digital public infrastructure in India.
At UDGI Foundation, Dr. Tyagi serves as the Chief Advisor, offering strategic guidance to the board and leadership team. His deep insights into policy, governance, and scalable models for rural empowerment are instrumental in shaping the foundation's initiatives across education, healthtech, digital entrepreneurship, skilling, and women-led development.
